October 30, 1974: Michael Meisner meets Don Alverzo at the Guardian's Office in Washington DC. Also present at this meeting are Mitchell Hermann and Bruce Ullman (later to be Snow White defendants) who holds the position of Information Branch II Director in the District of Columbia. Alverzo shows Meisner the bugging device which he has brought with him from Los Angeles. One of the items Alverzo has is a multiple electric outlet containing a transmitting device. In the late afternoon, Meisner and Mitchell Hermann enter the main IRS building located at 1111 Constitution Avenue, northwest, for the purpose of locating the conference room of the Chief Counsel's office where the meeting was to be held on November 1, 1974 .

November 1, 1974: Mitchell Hermann, the GO's Information Branch I Director, plants a radio transmitting bug in the conference room of the IRS' Chief Counsel, where a confidential meeting is to be held concerning Scientology. The meeting is to discuss pending legal actions involving the various churches of Scientology and to establish general guidelines for determination of what constituted a "religious institution" entitled to exemption from taxation under the Internal Revenue Code. The entire meeting is recorded and transcribed by GO agents in a car outside the building.
