Tom Voltz begins negotiating with Ken Salman about obtaining rights to the personality test Scientology uses, having learned that Salman, not Scientology, owned those rights. (The test had been developed by his wife, Julia Lewis-Salman, who had since died.) Voltz wishes to grant RTC a free license to continue to use the test for Scientology purposes; Voltz plans to make money from the use of the test in commercial contexts. Over the next year, Scientology's response to Voltz's generous offer was to insist that he give up the rights he bought from Salman and to try to ruin Voltz financially.
