Clearwater Police report SR3.1 R(S-13) about contacts with California attorney David Jordan. Jordan says he's contacted various California prosecution agencies about Scientology's practice of keeping their adherents' advance payments; the agencies told Jordan that was a civil problem, not a criminal one.
