Clearwater Police Lt. Emmons and City Attorney Thomas Bustin meet with Attorney Fitzgibbons and Agent Kraut of the F.B.I. about federal help in investigating Scientology. Fitzgibbons tells Bustin and Emmons he is "very doubtful" that his superior, U.S. Attorney Robert Merkle, would give approval for a federal investigation. Fitzgibbons says he'll get back to Emmons and Bustin, but he never does.
