Clearwater Police Lt. Emmons and City Attorney Thomas Bustin meet with Attorney Fitzgibbons and Agent Kraut of the F.B.I. to request federal help in investigating Scientology. Emmons and Bustin explain the problems local law enforcement has in investigating the Scientology organization, i.e., financial money flows crossing state lines into foreign banks, the inability of local law enforcement to subpoena out-of-state witnesses to local Grand Juries and the complexity of the Scientology organization itself. Fitzgibbons tells Bustin and Emmons he will author a memo to his superior, U.S. Attorney Robert Merkle, to be forwarded on to Washington, D.C. Mr. Fitzgibbons is "not too hopeful" the Justice Dept. will give its sanctions to investigate the Scientology organization.
