GO SEC ED 254 Int (Apr 26 66) reissued as OSA Network Order 2: Investigatory Personnel. It says that all non-Scientology personnel applying for work with Scientology's Public Investigative Section must pass a "Joburg" sec[urity] check and must not have any "criminal record or tendencies" so that there's no possibility of the person being blackmailed.
